Troubleshoot

The application-specific permission settings do not grant Local Activation permission for the COM Server application with CLSID
{D63B10C5-BB46-4990-A94F-E40B9D520160}
 and APPID
{9CA88EE3-ACB7-47C8-AFC4-AB702511C276}
 to the user WIN-4NIRIP6I56C\my_app_user SID (S-1-5-21-?-?-?-?) from address LocalHost (Using LRPC) running in 
 the application container Unavailable SID (Unavailable). This security permission can be modified using 
 the Component Services administrative tool.

Note down the (default) value data in the above key (它們應該是一樣的)

i.e. RuntimeBroker

[1] Right click the key > permissions > Click advanced > At the top change the Owner to Administrators

[2] Permission Entries field

If the local system administrators group is listed ensure it has full control

Component Services(dcomcnfg.exe)

Component Services > Computers > My Computer > DCOM Config

Find the RunTimeBroker  (found in Step above) > Right Click > Properties > Security Tab

Launch and Activation Permissions >> Edit
